The House has blocked the nomination of Sen. Joe Biden to be Secretary of the Interior.
Democrats have also demanded that he testify before the Senate Commerce Committee.
The vote was 218-217 in favor of the bill, with Vice President Joe Biden casting the deciding vote.
But the measure was blocked from being taken up by the Senate Appropriations Committee, which would have had the option to allow the bill to move to the full Senate, which has already passed a spending bill that includes money for a new border wall.
Republicans hold a 52-48 majority in the Senate and have the ability to overturn the result of the vote, which they did last month by passing a bill that also includes a ban on Obama’s nominee for ambassador to Saudi Arabia.
